All kinds of situations show that China will pay more attention to the development of nuclear power, and China's nuclear power construction is entering a new era.
■ Ensure the safety and efficiency of nuclear power
"By 2020, China's nuclear power operation and installed capacity under construction will reach 88 million kilowatts." Wang Yiren said that the development of new energy is an inevitable trend to achieve sustainable development. As a low-carbon energy, nuclear power is an important part of new energy and an important foundation for China's future energy sustainable development. According to the joint prediction of the Organization for Economic Cooperation and Development and the International Energy Agency, by 2050, the global nuclear power generation will double on the existing basis, and the proportion of power generation will reach 17% of the world's total power generation. However, the proportion of nuclear power in the total power generation in China is still low, accounting for only about 3%, far below the global average of 11%. Therefore, nuclear power should be developed efficiently on the premise of ensuring safety.
"China has formed a complete nuclear industry chain from uranium exploration, mining and purification to the manufacture and use of nuclear fuel elements, but there are still shortcomings in the large-scale treatment of spent fuel. During the 13th Five Year Plan period, China will strengthen the research on spent fuel reprocessing technology to complement the back-end shortcomings of the nuclear fuel cycle." Wang Yiren said.
At present, China has made a comprehensive plan and deployment for the near, medium and long term development of the spent fuel reprocessing industry, carried out technical research, built a series of scientific research facilities such as the reprocessing radiochemical building, and set up a spent fuel disposal fund. In 2010, the pilot plant of post-treatment successfully completed the hot test, forming a certain scale of post-treatment capacity.
■ Optimize nuclear power capacity layout
"At present, China's nuclear power plant construction is concentrated in the southeast coast, but the existing nuclear fuel cycle capacity is mainly distributed in the west, far from nuclear power plants. This layout is unreasonable and needs to be optimized." Wang Yiren said that in order to solve the above problems, further optimize the capacity layout, and build a reasonable nuclear fuel supply system, the National Atomic Energy Agency actively promotes the construction of nuclear fuel industrial parks in coastal areas where nuclear power is relatively concentrated, Build a "one-stop" nuclear fuel element production and supply base.
Offshore floating nuclear power platform is also known as offshore floating nuclear power station, which is of great significance for promoting the exploitation of offshore oil and gas resources and the development of nuclear power technology for surface ships in China. Wang Yiren revealed that China has included offshore nuclear power floating platforms in the "13th Five Year Plan" for national defense science and technology industry and the "13th Five Year Plan" for nuclear industry development. At present, relevant standard research and key technology research have been carried out.
The National Atomic Energy Agency organized authoritative experts in the industry to carry out several rounds of demonstration, and determined to adopt the mature technology improvement scheme to build the offshore nuclear power floating platform. Wang Yiren introduced that the plan is to use the small reactor currently used on land and use it on the sea after transformation.
In a recent interview with reporters, Wang Yiren revealed that the location of inland nuclear power plants is basically determined and construction is expected to start during the 13th Five Year Plan period. At present, the inland sites where the preliminary work of nuclear power plants has been carried out include Taohua River in Hunan, Xianning in Hubei, Pengze in Jiangxi, etc.
Wang Yiren also stressed that most of the more than 400 nuclear power plants in the world are built in the mainland where the impact of tsunamis and typhoons can be ignored, and a few are built along the coast. The construction of nuclear power plants along the coast meets the safety requirements, as well as in the mainland.
■ Build a Chinese nuclear power brand
Wang Yiren said that nuclear power, as an important part of new energy, is an important foundation for China's future energy sustainable development. "We will adhere to the principle of 'government setting the stage and enterprises playing the role', actively demonstrate China's mature nuclear technology and products by virtue of a multilateral and bilateral cooperation platform, and steadily promote the 'Made in China' nuclear power brand to the world." Wang Yiren said that China will continue to deepen cooperation with the UK, Argentina, South Africa, Türkiye and other key nuclear power export target countries, and strengthen nuclear exchanges and talent training with countries along the "the Belt and Road", We will promote the going global of nuclear power technology and equipment such as Hualong No.1, actively participate in the international market division of the nuclear fuel industry, promote the construction of nuclear security centers, regional nuclear fuel centers and other projects, and actively build China's regional nuclear capability service center.
