Recently, Wang Xiaodong, acting governor of Hubei Province, said in the 2017 government work report that in 2016, 3.38 million tons of steel production capacity and 10.11 million tons of coal production capacity were reduced, and the three-year task assigned by the central government was overfulfilled in one year; It is planned to close all coal mines within two years and withdraw from the coal production industry.
According to the statistics of the Development and Reform Commission of Hubei Province, the proven coal reserves in Hubei Province are nearly 600 million tons, the annual coal production capacity is about 12 million tons, and the actual annual coal production is about 5.3 million tons; The annual coal consumption is about 140 million tons, and more than 95% of the coal needs to be transferred.
In August last year, the Hubei Provincial Government issued the Implementation Plan for Hubei Coal Industry to Eliminate Excess Capacity, which shows that it is planned to reduce 8 million tons of coal production capacity in 3-5 years. According to the closure of 124 coal mines announced by the Development and Reform Commission of Hubei Province, this goal has been basically completed by the end of August 2016.
The proven recoverable coal reserves in China are about 114.5 billion tons, which are distributed in all provinces except Shanghai. The north is mainly concentrated in Xinjiang, Inner Mongolia, Shanxi, Shaanxi, Ningxia, Henan, Hebei and other provinces, while the south is concentrated in Guizhou, Yunnan and Sichuan provinces.
"Hubei's coal production is low, scattered, and the economic benefits of mining are poor. The closure of coal mines in the province will not have a great impact on Hubei's coal supply, and it is more cost-effective to use transportation to transport coal from other provinces." Zeng Hao, an analyst of Fenwei Energy, told reporters at the interface.
Hubei Daily previously reported that the Beijing Guangzhou, Beijing Jiulong, Jiaoliu, Xiangfan Chongqing and Haijin River coal transport channels have been formed. If the Menghua Railway opens as scheduled in 2019, the supply of electric coal in Hubei will be more stable.
According to the plan, during the "13th Five Year Plan" period, the total investment of Hubei power grid will exceed 140 billion yuan, which will fully connect the "two vertical and one horizontal" (Mengxi Jingmen Changsha, Zhangbei Wuhan Nanchang, Jingmen Wuhan Wuhu) ultra-high voltage AC, Shaanxi Wuhan ultra-high voltage DC, Chongqing Hubei back-to-back networking projects, creating conditions for Hubei to receive the northwest coal mine pithead power station and southwest hydropower resources.
According to the statistics of the government reports released by each province in the new year, six provinces, Shanxi, Hebei, Jilin, Guizhou, Hubei and Yunnan, have announced the goal of coal de capacity by the end of the press release, among which Shanxi has the highest goal of 20 million tons in 2017, and Yunnan has the lowest planned amount of 1.54 million tons.
According to the Beijing Implementation Plan for Eliminating Coal Overcapacity released on September 30, Beijing will actively guide the withdrawal of 6 million tons of coal production capacity by 2020, so as to realize the withdrawal of all coal mines. Other provinces have not yet announced plans to close down and withdraw all coal mines.
