On October 11, 2016, the founding meeting of the Yangtze River Delta Coordination Committee of the National Lead Resources Recycling Industry Alliance was held in Xuzhou, with more than 60 people from the Renewable Metals Branch of China Nonferrous Metals Industry Association, the National Lead Resources Recycling Industry Alliance, qualified renewable lead enterprises in Jiangsu, Zhejiang, Shanghai and neighboring regions, waste lead acid battery recycling enterprises, and the media attending the meeting. Lei Wen, Director of the Environmental Protection Division of the Energy Conservation Department of the Ministry of Industry and Information Technology, and Zheng Yang, Director of the Hazardous Waste Management Technology Department of the Solid Management Center of the Ministry of Environmental Protection attended and delivered speeches. The meeting was chaired by Li Shilong, Vice President of the Renewable Metals Branch of China Nonferrous Metals Industry Association.
Director Lei Wen elaborated the profound connotation of green development, combined with the internal development needs of the enterprise, put forward ardent expectations for cleaner production, energy efficiency improvement, process transformation, product quality, etc. of the enterprise, and introduced the latest progress of the Specification Conditions for Regenerated Lead Industry. According to the plan, the specification conditions will be officially released at the end of October.
Director Zheng Yang said that the economic foundation of the Yangtze River Delta region is good, and the market order, environmental awareness and corporate social responsibility are among the top in the country. He hoped that the licensed waste lead acid battery recycling enterprises and renewable lead enterprises would develop together, effectively increase the proportion of legal recycling of waste lead acid batteries, and play a leading role in the construction of ecological civilization.
Wang Jiwei, vice president and secretary-general of the Renewable Metals Branch of China Nonferrous Metals Industry Association, pointed out that illegal recycling and smelting is a "cancer" that restricts the development of the renewable lead industry. However, at present, the licensed enterprises are fighting independently and have little effect in resisting illegal activities. The Association will give full play to its own advantages, coordinate the resources of functional departments such as environmental protection, public security, transportation, industry and commerce, as well as laws, media and other parties, assist enterprises to jointly resist illegal enterprises, promote the establishment of a reasonable pricing mechanism, so as to curb illegal recycling and smelting, and prevent the flow of recycled lead into illegal battery enterprises.
Yang Chunming, president of the National Lead Resources Recycling Industry Alliance, said that the Yangtze River Delta region has a good foundation for the renewable lead industry and is the first region to carry out the licensed recycling of waste lead acid batteries. The establishment of the Yangtze River Delta Coordination Committee is a milestone. The Alliance will unite all licensed enterprises in the region to jointly resist illegal recycling, smelting and illegal transactions, and hopes to explore a set of practical and feasible operation modes, Promote to other regions.
The meeting elected the leading body of the Yangtze River Delta Coordination Committee, reviewed and approved the proposal for candidates of the Secretariat and the 2016 - 2017 Work Plan of the Yangtze River Delta Coordination Committee, and the certified enterprises jointly signed the Rules of Work of the Yangtze River Delta Coordination Committee and the Self discipline Commitment Letter of the member enterprises of the Yangtze River Delta Coordination Committee, and reached consensus on the key links and key regions for the next step of work.
The meeting was held under the background of the official release of the National Catalogue of Hazardous Wastes (2016 Edition) and the supervision of the Central Environmental Protection Supervision Team in eight provinces, and was highly concerned by renewable lead enterprises and upstream and downstream enterprises. In addition to renewable lead enterprises, battery enterprises and recycling enterprises in the Yangtze River Delta, enterprises from neighboring regions such as Shandong, Henan, Hubei, Hebei and Jiangxi, and Shanghai Nonferrous Network also made special trips to the conference.
This meeting is a phased achievement of the National Lead Resource Recycling Industry Alliance in promoting self-discipline and standardized development of the industry. Since this year, the Association and the Alliance have discussed with waste lead-acid battery recycling and regeneration enterprises and relevant institutions for many times, and promoted the reasonable price mechanism of waste lead-acid batteries, which has achieved preliminary results. Since the second half of the year, the lead price has risen by more than 2000 yuan/ton, and the waste lead-acid battery has only risen by about 700 yuan/ton, which is inseparable from the cooperation and coordinated development between upstream and downstream. At present, more than 50% of waste lead-acid batteries discarded every year in China are illegally recovered and treated, causing serious soil and groundwater pollution, which is difficult to repair, and causing serious damage to the health of the people. Waste lead-acid batteries are hazardous wastes. Their pricing mechanism should be based on environmental protection costs and should not be traded as general commodities. However, due to the existence of a large number of illegal producers, waste lead-acid batteries are traded as general commodities. Their pricing is based on the lead price, and the higher the price, the higher the purchase cost of raw materials of the legitimate waste lead-acid battery recycling enterprise is, and the enterprise operation is difficult to sustain. The Yangtze River Delta Coordination Committee of the National Lead Resources Recycling Industry Alliance was set up after many discussions in response to the voice of enterprises and the trend of industrial development. Next, under the leadership of the Association and the Alliance, the agency will cooperate with government departments to crack down on illegal recycling and disposal of waste lead-acid batteries, negotiate with Shanghai Nonferrous Network on a reasonable pricing method and basis for waste lead-acid batteries, and strive to push the price of waste lead-acid batteries back to a reasonable level, so as to standardize the market order, protect the environment, and maintain the healthy and sustainable development of the industry.
