MIIT will give priority to the construction of rare earth intelligent mines
On October 11, the website of the Ministry of Industry and Information Technology published the "Reply to Recommendation No. 7322 of the Fourth Session of the Twelfth National People's Congress" (hereinafter referred to as the "Reply"), focusing on the development of standardization, environmental protection and intelligence of the rare earth industry during the "13th Five Year Plan". The "Reply to the No. 7322 Proposal of the Fourth Session of the Twelfth National People's Congress" emphasized that we should focus on promoting the construction of intelligent mines, give priority to supporting the construction of intelligent mines for rare earth, tungsten, tin and other advantageous minerals, and further enhance the competitiveness of advantageous minerals. Mainly in the following three aspects: first, focus on supporting and improving the six major rare earth groups to carry out the construction of rare earth intelligent mines, realize the dynamic management of rare earth resources, intelligent production control, and increase support for enterprises that have not yet undergone intelligent transformation. Second, in order to implement the requirements of the Opinions of the General Office of the State Council on Accelerating the Construction of the Traceability System for Recommending Important Products (GBF  No. 95) and the Plan for Promoting the Deep Integration of Raw Material Industry and Industrialization (2015-2018) (Ministry of Industry and Information Technology  No. 25), the Ministry of Industry and Information Technology has started the construction of the traceability system for rare earth products. By establishing the accounts for the production of rare earth products of enterprises, and cooperating with the special invoices for rare earth products and customs tax numbers, the Ministry of Industry and Information Technology has implemented monthly reports In the quarterly report, enterprises involved in the total amount control plan of rare earth mining and smelting separation will be included in the traceability system management, and dynamic supervision of enterprises will be strengthened to ensure the safety of strategic resources of medium and heavy rare earths. Third, we should strengthen the rule of law, actively promote the promulgation of the Regulations on the Administration of Rare Metals, and provide legal basis for standardizing the production and operation order of rare metals, rationally developing and utilizing rare metals, promoting the sustainable development of the rare metals industry, and protecting the ecological environment.
It is understood that with the rapid development of information technology, it is of great significance for mining enterprises to explore new production methods, build and improve the intelligent mining system, and achieve leapfrog development. In terms of guiding enterprises to adhere to transformation and upgrading and strengthening the construction of mine informatization, automation and intelligence, relevant departments actively promote mine enterprises to carry out informatization, automation and intelligence construction. As of 2015, 24 applications and auxiliary software such as mineral resource reserve estimation have been recognized and filed by the Ministry of Land and Resources. These softwares have been widely used in mineral exploration, mine design, production management and other aspects in China. Their main characteristics are as follows: first, powerful data processing and data analysis functions; Second, 3D geological modeling and visualization, using various exploration results to establish the relationship between geological elements, and express it in 3D form; The third is to use diversified methods. Besides the geostatistics module, the calculation software also has the calculation module of traditional methods; Fourth, the expression of achievements is diversified and can be automatically mapped. For example, the application of mineral resource reserves estimation software has improved the automation of resource reserves estimation, greatly reduced the amount of labor in the comparison of exploration and mining schemes, and improved the efficiency of reserves calculation. The Ministry of Land and Resources actively promoted the dynamic supervision of mine reserves and issued the Technical Requirements for Management of Mine Reserves in 2006. At present, the utilization rate of reserve estimation software of domestic mine design institutes is 100%; The software utilization rate of domestic large metal mines is estimated to be about 70%. Large and medium-sized mines have basically set up mine geological survey institutions to implement dynamic and three-dimensional visual management of mine reserves.
It is reported that in 2015, the Ministry of Industry and Information Technology launched the implementation of the "Intelligent Manufacturing Pilot Demonstration Special Action", identified 46 pilot demonstration projects nationwide, and carried out multi-channel, multi-level and multi situation publicity and promotion work based on the formed experience and model. The mining and metallurgy industry intelligent service cloud platform project of Beijing General Research Institute of Mining and Metallurgy and the metallurgical digital mine project of Angang Mining Group Co., Ltd. were successfully shortlisted. On April 25, 2016, the General Office of the Ministry of Industry and Information Technology issued the Notice on Recommending Pilot and Demonstration Projects of Intelligent Manufacturing in 2016, focusing on five new modes of discrete intelligent manufacturing, process based intelligent manufacturing, network collaborative manufacturing, mass personalized customization, and remote operation and maintenance services, and selected more than 60 pilot and demonstration projects. At present, the selection of this project has been completed. Next, relevant departments will further support more intelligent manufacturing pilot demonstration projects, including mines, to expand regional coverage and enhance industry influence on the basis of promoting the experience of intelligent manufacturing pilot demonstration projects.
The information released by the Ministry of Industry and Information Technology in the "Reply to Recommendation No. 7322 of the Fourth Session of the Twelfth National People's Congress" shows that, in terms of giving priority to the construction of intelligent mines of advantageous minerals and further improving the competitiveness of advantageous minerals, the Ministry of Land and Resources in the National Mineral Resources Planning (2016-2020) has clearly defined that it will continue to strengthen the construction of mineral resources informatization and safety early warning projects, and continue to carry out the national mining rights database Construction of core databases such as mineral resource reserves database, mineral resource development and utilization database and mineral resource planning database, and construction and improvement of monitoring and supervision information system for mineral resource development and utilization; Enrich and improve the global geological and mineral information system; Build the early warning system of mineral resources security risks in China, and carry out the construction of mineral resources think tanks in China; Production and release of special information products on mineral resources.
At the same time, the Ministry of Industry and Information Technology led the drafting of the Rare Earth Industry Development Plan (2016-2020) (hereinafter referred to as the "Plan"), which clearly supports the intelligent construction of rare earth mines, speeds up the green and intelligent transformation, and builds a circular economy. We will strengthen supervision over the order of rare earth mining, strictly enforce the market access system, and do not increase the mining rights of other enterprises except for six rare earth groups. Support rare earth mines to build a basic database of mineral resources and production, and use the mine geological model to realize centralized data management and resource development visualization. Build an intelligent control system for the production process, establish an enterprise production and operation account, a digital management system for production monitoring and scheduling, and a safety monitoring system to realize the digitalization of the main operation and management business of the mine. In the column of "Deep Integration Project of Rare Earth Industry and Industrialization", support the construction of basic database of mine resources, data sharing platform, and basic data digitization coverage of 100%; Support the construction of mine data exchange system, monitoring system and database, with the coverage of information system reaching 90%.
It is reported that in order to support the construction of rare earth intelligent mines relying on large rare earth groups, in 2015, the Ministry of Industry and Information supported eight rare earth mines and smelting separation projects under six major rare earth groups, including Chinalco Rare Earth and Xiamen Tungsten, in the special funds for industrial foundation strengthening projects to achieve the integration of the two and the construction of intelligent factories. For example, Chinalco Guangxi Rare Earth Liutangshan Rare Earth Mine actively promoted "automation and informatization" management and technological innovation, established the calculation model of ionic rare earth mineral resource reserves, the optimization model of mining process objectives, the monitoring model of groundwater level, established the on-line monitoring system of stope mountain displacement and groundwater level and the visual monitoring system of production process, and optimized the liquid injection leaching scheme and liquid gathering process through computer multi-objective, Implement rainwater and sewage separation and process liquid leakage prevention, improve the leaching rate and recovery rate of the leaching solution, reduce the leakage of the leaching solution and mother liquor, achieve zero discharge, reduce the use of ammonium sulfate and other raw materials, reduce the comprehensive energy consumption per unit product from 5 tons of standard coal to 3 tons of standard coal, and greatly reduce the impact of production on the environment. To this end, in June this year, the Rare Earth Office held an on-site meeting of rare earth enterprises in Chongzuo, Guangxi, to promote Chinalco's experience in intelligent construction of rare earth mines in Guangxi. We will further take protective measures for strategic resources such as tungsten, tin and antimony, and more digital and intelligent management measures will be taken in reserves, production, safety, environmental protection, resource utilization, and actively seek financial support.
