According to the Measures, the areas supported by subsidy funds mainly include: rare earth resource mining supervision; Environmental protection technology transformation of rare earth mining and smelting; R&D of rare earth common key technologies and standards; R&D and industrialization of high-end rare earth application technology; 5 fields including public technology service platform construction.
It is reported that in order to obtain this rare earth special fund support, it is necessary to have legal business qualifications and corresponding qualification certificates, and meet the requirements of the Rare Earth Industry Access Conditions and environmental protection requirements. In August 2012, the Ministry of Industry and Information Technology issued the Requirements for Access to the Rare Earth Industry, which clearly stipulates the access to the rare earth industry in terms of the establishment and layout of projects, energy consumption, and environmental protection.
Of course, this is just a matter of operation. In the long run, industrial subsidies can promote the protection and effective utilization of rare earth resources.
