The reporter learned from the press conference held by the Ministry of Land and Resources in Beijing on November 29 that in order to ensure the national economic security, national defense security and the development needs of strategic emerging industries, the National Mineral Resources Plan (2016-2020) (hereinafter referred to as the "Plan"), which was approved by the State Council recently, included 24 kinds of minerals such as oil and natural gas in the strategic mineral directory for the first time.
The 24 kinds of minerals listed in the strategic mineral directory are: energy mineral oil, natural gas, shale gas, coal, coalbed methane and uranium; Metal mineral iron, chromium, copper, aluminum, gold, nickel, tungsten, tin, molybdenum, antimony, cobalt, lithium, rare earth, zirconium; Nonmetallic mineral phosphorus, potassium salt, crystalline graphite, fluorite.
The Plan specifies that 24 kinds of minerals, such as oil, natural gas, coal, rare earth, crystalline graphite, are included in the strategic mineral directory as key objects of macro-control and supervision and management of mineral resources, and strengthen guidance and differential management in resource allocation, financial input, major projects, mining land and other aspects, so as to improve resource security supply capacity and development and utilization level.
The Plan proposes to establish a strategic mineral monitoring and early warning mechanism, establish early warning indicators, safety critical values and comprehensive evaluation models, systematically analyze the supply and demand of domestic and foreign mineral products and the resource situation, and strengthen the ability to respond to major international conflicts in resource security early warning; Establish a strategic mineral monitoring and early warning reporting system to support government decision-making and guide industry development.
